OneTwoTree here. Do you know the reason behind this email. seems a little odd that they drug you around for months, and then told you that your app. will be frozen....
I bet you must be quite upset at the fact that you paid for 3 interviews to Nigeria or London (thats gotta be a LONG LONG flight!) and now to be borderline rejected...
anything else you can share with us? seems like no one else getting any emails, nothing.
