Just a thought, did you have the serial cable connected to your laptop at the time, as the device might know when it is connected or not and this may limit the menu you are looking for?
Also is the download cable a RS232 serial cable or a USB?
If its a RS232 cable (9 pin D type) and you are using a USB to serial converter that might also be a snag as some converters do not play the game with all hardware.
