In addition to Opsbod's advice. The quality manual is about an airline's 'quality system' both flight ops and that detailed in the maintenance management exposition (MME). It defines the system of quality assurance in the maintenance organisation, and most importantly, those accountable within the organisation for ensuring that the system operates and is reviewed and changed as an organisation grows and changes.

It will outline your audit program, inspection schedule (check-lists) and procedures, and of course the process for reporting faults and non-conformities, whether they be of a serious nature (Level 1 major), significant (Level 2) or minor (Level3) etc. and the process for internal reporting and escalation of action and reporting, remidial action and follow-up.

You will need to include a part on who your auditors are and their respective areas of repsobsibility. QA training is generally part and parcel of a QA system.

Recording keeping is also important and your system for that forms part of your manual.

If you use external suppliers, and I can't think of any airline who doesn't, then you will have a section on an audit process for that, fuel suppliers for example.

The important thing I'd say is, that this is an 'embedded system', which everyone is part and parcel of from the CEO to the people who work in the staff canteen- everyone has a duty.
