Abu Dhabi TMA/CTA is a classified as Airspace Class C = NO speed limit for IFR flights, unless a SID/STAR tells you otherwise (like Dubai). Therefore you don't need to ask for high speed above 250 kts below 10.000ft. However, I know EY policy is 250kts below 10.000ft unless instructed faster by ATC, but you must reduce to 250kts or less below 5000ft.
If ATC instructs you to reduce to 250kts, but you're only able to reduce to, lets say, 265kts, then you'll just end up on a de-tour around the desert...until you can join the others
