Can you clarify your aircraft type and operation.
I wonder at how a non-ATPL holder is going to be able to obtain P1 time in a multi-crew aircraft if it is a JAR-OPS operation.
I suspect that what you are trying to do is get this person some Pilot in command under supervision time. If that is that case then all you simply have to do is follow the requirements of your Ops Manual. If this is not specified and approved nu the Authority then the PIC Under Supervision would not be acceptable to the Authority no matter how much training, testing or checking you do.
Get your method of operating PIC under supervision approved by the authority and then simply follow that system.
