I have observed when the FACs are off during taxi (20-30kt) it causes the rudder to stay centred in a strong crosswind.

So is it fair to say in ground law, a control surface such as the rudder has minimal inputs in a strong cross wind, and with FACs off this law beomes a type of direct law i.e a sort of degraded ground law?
