I support your overall conclusion completely, but don't rely on "predictable" weather patterns in New England, as it is very variable there! However, I expect that most UK PPL students probably learn in FL or CA where it's as you say.

By the way, the US may not have LARS, but class C clearance (formerley flight following) is pretty good in my experience.
