As a general observation (IMHO), concrete runways have reduced friction characteristics in comparison to asphalt. Perhaps this is because of deteriorating surface treatments, or lack of timely repair – as above.
See slide 26 in the presentation Landing Threats, where the ‘wet smooth’ curve represents friction on concrete and the ‘wet grooved’ that of asphalt. There are of course differences in each category with or without grooving, surface texturing, porous friction layers, etc.
