I'm going through the same thing with Bristol Flying Center at the moment...
The learning and skills council just lost all of the information on their databases apparently - wouldn't believe they were a UK government organisation would you!
The school you are applying for, BGS, BFC or whoever, need to re-apply for their status again - but I presume they are already aware of this and are on the case... But if not, a quick phone call should help get the ball rolling.
On a better note, the LSC assured me that I was able to apply as this is a vocational qualification... Fingers crossed...!
