Outsource it to the Yanks
If we outsourced the bombing of our neighbours to the North to the Yanks that would solve the F111 problem.
Say $3M per big bomb delivered within 24hrs, and $2M for 48hours
You could also contract for smaller bombs at an ad-hoc rate - with a minimum gaurantee of 1 bomb per year.
That way - we don't care what equipment they use - and our near neighbours would have their suspisions about us being The Deputy Sherriff confirmed once and for all.
