Hi. Not Mexico. You must be "Mexican by birth" to fly Mexican registered aircraft. Need to have been born here or have Mexican parents. There are some jobs out there flying exec jets with N-tail numbers. You'd only need to get a work permit which would be done through your employer. I have seen some on climbto350 and such websites. Many owners keep their aircraft registered in the US (I've heard it's cheaper). Some Caribbean countries are more lax about that stuff, but not Mexico.
