Well it doesn't sound to me like safe conditions, so I would say you made the best decision based on available information, information by the way that would be used against you in case anything would happen to go wrong. As far as hydroplaning goes, it will happen anytime there is standing water, apparently the runway must be flat and not grooved, good call.
