It was not mandated for the "on shoring" because legally the pilots contracts remain in Hong Kong's jurisdiction. This raises more issues than just retirement, labour law to name one.

The age discrimination legislation does not mean that contracts remain in under HKG jurisdiction. As in Crofts, other UK labour laws apply and the Age act is so loosely written that it will inevitably apply as well
