I'm not a politician but I read that to mean, you have enough money its just being miss spent and you'll get no more from me.
I think, unfortunately, you're right. He was quoted in The Times this morning as saying that there needed to be a concerted effort to "get more of our money to the front line." That implies to me that the total amount spent's unlikely to vary.
That said, an extra 2 billion wouldn't go amiss, even if it came through not refurbishing main building.
