The Police can accuse you of anything they like, they need to prove it though and the emphasis is on them to provide evidence of a crime.

In this case she's been charged with other crimes and on finding a drawer full of minitures or such like, I'm guessing the coppers thought on the balance of probabilities and based on previous behaviour, she might well have nicked these from work, lets inform her company. It is the right and responsible thing to do. Or are you seriously suggesting the Police just say, "oh well they give these to each other with nuts and pink fluffy bears as a cabin crew tradition so lets not worry about it" and close the drawer?

The receipt thing is a red herring, if its in your house it doesn't mean its nicked with or without a receipt and no one will be charged with anything under these circumstances. If the Police can prove it's stolen then of course its very different, but prove it they must.
