I think he was referring to them possibly being run by the Other big operation based in langley, sort of a cloak and dagger, sneak and peak bunch of guys funded by a certain government.
I doubt they actually are but you never know. I haven't heard about them, though there still is mostly only military traffic in and out of there. Send em an email and ask i suppose.
