I read the line again as suggested, and still don't see where it actually said it gets one to the front of the line by paying extra. I guess I need to go back to school? Maybe new glasses would help, or it it's in code... sorry...
BTW, there are a couple of International schools currently expanding and building new campuses to allow for the growth of students. The Canadian International School for one.
