It could be and is, sometimes, higher depending how precisely flight plan was respected and how much delay was on approach, but below … ?
Report says they flew higher than plan, to
"accommodate a request from ATC". Also that they were in hold at LHR for only 5mins, which I would have thought was less than expected. How much fuel saving that would account for I don't know, but it would seem likely they would be under rather than over.
