IMHO TCAS is useless without lookout but the corollary is also true, lookout is vastly better when augmented with TCAS.
As someone who has spent the first 25 years of his GA flying without TCAS, and the latter 5 years with it (Skywatch 497), I unequivocally agree with scooter boy's opinion.
