The brief seems quite specific in that the fuel storage should be landside, but with airside access for the apron bowsers. I assume something in the vacinity of the new apron extension which would have landisde access from Scotland Lane and/or the long stay car park is the obvious spot and is, as you say, pretty much where the existing masterplan had it.
