I don't believe this statement is correct. I believe under FAA rules, removal, as well as installation, has to be carried out as per the official maintenance manual for the aircraft by an approved mechanic. That is why FAA Owner Preventative Maintenance guidelines specifically mentions
Removal and Installation with items that owners are allowed to touch, for example tyres, etc..
