It is ex RAF but still active military.
You may still see occaisional flying in relation to this but almost certainly rotary. The chances of seeing civil aircraft at this base are only slightly better than zero (I think it has only been open on two days in the last ten years or more).
New clue - There is a museum in the control tower.
