Do the European regulatory agencies use what the US FAA
(in the past) called 'cost/benefit' formulas for various mostly delayed/ignored recommendations from the NTSB's safety staff?
US military fighter/attack aircraft also have no TCAS, from what I've been told by guys in the Reserves.
