Isn't it CASA who should be conducting an independent survey into the success or otherwise of unicom services ?

Sorry, just sprayed tea on the keyboard. My experience of CASA in such projects is they stay away (even when invited to participate) through the entire consultation/implementation process until the last moment when they step in and say it isn't safe.
