Flying is totally safe in Quebec
Canada, and that includes Quebec, has one of the best safety record in aviation. I have been flying in Europe, Asia, and in North, Central and South America and the use of the local language has never been an issue. In the USA, they are very concerned with runway incursions and, as I recall, the USA has, for now, only one official language: english.
