My experience with a 269B, for what it's worth, is that you could operate in a pretty strong wind, maybe 35 to 40 kts., as long as you had lots of space. However, when hovering you couldn't turn out of wind too much. So as long as you were in an open area you were fine but you didn't want to be in a confined area in a strong wind. I'd imagine the "A" is not too different.
