The progress tests are in fact compulsory tests that are submitted to the CAA as proof of having covered the material. Therefore, all of them must be submitted and passed before you can attend the brush ups. Progress tests, in my opinion, were often real bitches and sometimes harder than the actual CAA questions in the real exams!
