I gave my opinion in thread "TOP 5", but it was dreams rather then reality.
if I take your rules into consideration I may bet that I know what is the best place in The World.
It is Belgrade, Serbia, Either ACC or APP LYBE,
1. Climate - good, you have everything, winter, spring,hot summer and autumn,
2.When compare with average salary at given location, more than excellent. 10 times more than average. Salary is quiet good even for many EU countries.
3. Management- excellent one- they don't know anything about ATC!
4. Lifestyle is probably the best part of this option. You may go to ski or to swim/sailing with public transportation.
Pubs are working 24 hours, night life is part of culture, smoking is allowed everywhere , meat and alcohol are cheap ,quality and affordable.
sometimes you may expect that NATO drops CBU all over the city but it is exception not rule. .
Anyway I will opt for BEG, even I have never worked there and had not wish to do it .
