The engine will pull (propeller) or push (jet) the aircraft towards the far end of the runway, regardless of whether or not the runway is moving relative to the ground on either side of it.
It is therefore a logical impossibility that the runway moves at the same speed as the wheels, the wheels will always be moving at the speed of the runway plus the forward speed of the aircraft.
