No - when Qantas announced its restructuring plans a couple of months ago, they said they'd run the figures
prior to the takeover bid (and of course we can assume there was never any collusion with APA
), and determined that this would be the way to go in terms of improving shareholder value etc.
Only problem was, they kinda forgot to mention any of this to the shareholders during the course of the takeover bid.
