Looking at the process, it looks as though they may not have had as many applicants as they have places (56 in total, of which the FAAOA sponsors 28, I think). There may still be slots for 2008, but it's certainly worth applying for 2009. You need to be aged 16-23, and intending to apply to join the FAA as an aircrew officer.
