robo283 - all I will say is have a look at where the traffic is being diverted and all will become blindingly obvious. Additionally, the road isn't fully physically blocked off, it's just a security operative standing there letting the occasional vehicle through! It should either be open with full access, or totally and physically closed off with no access, no half measures!
My point is that if such procedures are introduced, for God's sake do the job properly or not at all.
