Even in Winter the latest scheduled arrival is around midnight (depending on the day of the week) and the earliest around 0600hrs. Given the chance of delays and diversions, with the likelihood of overtime if ops are not scheduled, then it would make sense to schedule staff in anyway. That's how I would read it anyway.
