Fart, the answer to your question goes something like this:
A few months ago, when it looked as though the wheels might be coming off the training department with so many resignations, management got together at one of the local hotels for the day for a "life-style symposium" and then dug into the bag and pulled out a few carrots.
"Don't throw in the towel just yet" they said. We're working on a few ideas for the trainers that will make them very happy.
The ideas included the possibility of getting one month off in five from training, but no-one mentioned that there would be a financial penalty for the privilage. And so they bought some time while they got the outsourcing sorted out. Well, writing the cheque is easy, but getting AAR to sign the damn thing is a different matter!
So here's the idea that was promised. On the off chance that the trainers like it, the managers look very good. On the other hand, if the trainers don't like it, the managers are not at fault because they can't sign the cheques.
It would probably have been a lot smarter to have said nothing until they had a proper deal signed by the boss, and then presented it to the trainers. Then again, they probably would have lost a lot more trainers between then and now.
