Almost every day I use flap 2 to give ATC the requested standard speed requested on base while using min flap

… (CAT C = 180 KTS)
This obviously depends on which version and at what weights you are flying at…

This obviously does not answer your question on why it is there…I suspect that the reason is the same as with all other things on 737:

Because it has always been there on Boeings….
