The work you have done on this issue has been great - well done (another ATC surprised to be writing this!).
However, how does the external inquiry help in the short term when the function is already being performed by ATC and all the Flight watch people have exited stage left? The inquiry could take some months...
On another topic - have you had a chance to check the thread on unqualified controllers giving breaks at night???
