I don't think it's so remiss of him not to cross the apron to press a bit of flesh - certainly if that happened to me and I managed to be convinced that he wasn't taking the piss then at very least I'd consider it to be pretty condescending. I'd leave Nige out of this, his concern is his pension rather than fostering good relations.
