Ryanair, which is due to start flights from City Airport on Tuesday week, is subject to restrictions on the number of passengers it can carry on take-off.
Its modern Boeing 737-800 aircraft, which have 189 seats, will be permitted to carry only 140 passengers on departing flights, but will be allowed to carry a full payload inbound.
