Yes, I read in a magazine that a lot of wannabe pilots are coming to Uruguay from Europe (mostly Spain) because they find it cheaper to fly, so finally they save like 20.000 euros. After that, they come back to Spain to finish the career with a lot more of flight hours.
I don´t know if the flying hour is really that cheap in Uruguay compared with other places, but that´s what I read.
