Not sure of the context you are asking the question in, but basically, 'Delta' is maths speak for 'change in', it is sometime denoted by a triangle or a little 'd'.

ISA deviation would be the difference between the measured conditions and ISA conditions...

delta ISA doesn't really make sense because ISA doesn't change, it's a standard by definition, and doesn't itself change.
