I believe (happy to be corrected) that the last Victor's were virtually time ex'd anyway, which given BAe would have had to be on board as per XH558, would have made a return to the air of one an even bigger money pit than XH558, as well as lack of spares availability including any engines.
Remember the VDF had pretty much the remaining stock of Vulcan spares, which went with her as part of the buy from the MoD IIRC including 8 zero time engines, which has helped considerably in the prospect of getting her in the air again.
Not a situation that happened with any of the Victors that went to Brunty, Elvington etc.
