I was under the impression that it was a legal requirement for passengers to watch and listen to pre-flight safety briefings.
Even if it was, what on earth are you going to do about it if they don't watch and listen? Fine them on the spot?
I think you're confusing this with it being a legal requirement for the airlines to
do the safety briefing.
