Ryanair are also doing this, although I think their charge is a bit less ($1.25ish per sector?). Doesn't seem that unreasonable to me, less fuss was made about lumping the PSC on to fares when the government said it had to be shown separately on the ticket, but then everyone was guilty of cashing in on that.
