Couple of weeks ago, friend of mine was upgraded J to FCL, no extra cost.
This was going to Europe and happened at the CLK staff desk.
He nearly had a heart attack.
I believe this is a genuine improvement. How often it will be used, who knows. Apparently frequent flyers will still have priority, but still better than any old pax being ahead in the upgrade queue.
