I don't think the Government can ring fence slots at LHR (or elsewhere in the UK) as it would be in contravention of the EU Slot Allocation Regulation. So if HMG wants to do this it would have to change EU legislation so I wouldn't hold your breath.
Sounds like a politician just saying what people want to hear.
