Approach Ban:

A commander may commence an instrument approach regardless of the reported
RVR or visibility but the approach shall not be continued beyond the Outer
Marker, or equivalent position, if the reported RVR or visibility, as applicable, is
less than the published minima.
Where no outer marker or equivalent position exists, the pilot-in-command shall
make the decision to continue or abandon the approach before descending below
1000 ft above the airfield on the final approach segment.
If, after passing the outer marker or equivalent position, the reported
RVR/visibility falls below the applicable minimum, the pilot-in-command may
continue the approach to DA or MDA and the landing may be completed
provided that the required visual reference is established.

Derated Thrust:

Se ad esempio il tuo airbus e' rated a 27k lo si puo' "deratare" chesso' a 24k (e' come se ritoccassi la centralina della tua macchina e ne limitassi i giri del motore) e per quella data condizione (contaminated RWY) avrai comunque la massima potenza disponibile per il rating specifico (sempre schiacciando l'acceleratore al massimo per rimanere in ambito automobilistico).
Per quanto riguarda il Flex (o Assumed temperature thrust come dice Boeing) e' come se tu non schiacciassi a fondo l'acceleratore riservandoti pero' di farlo in caso di bisogno,procedura pero' non permessa su RWY contaminate.
