Highest thrust required is at top of climb. Takeoff is usually reduced thrust if there is excess runway available.
I reckon, thatīs not really the case. At TOC the thrust is a fraction of what is available at Sea Level. At TOC thrust only needs to match drag. Excess thrust is only needed when accelerating or climbing. Reduced thrust T/O is a 'luxury' on long runways.
