Just guessing here, but I think it means fuel overhead the aerodrome at 1500 ft AGL, without any Instrument app. flown at the destination. Not sure weather you work for a JAA operator or not, but I've seen this term once on a flight from CDG to Atar, Mauritania (GQPA), and the Operational Flight Plan statedverhead Fuel at dest.: x kg. Of course the destination is a VFR airport and most likely the company will issue a decent uplift on your regular minimum fuel above the standard.
