Not really sure I understand you, this year my tax bill ( including provisional ) is near as damn it 16% of my total taxable earnings. You cannot say Provisional puts up your tax to 25% each year.
You took a hit in the first few years at CX, then a few hits later on when they underestimated your provisional, but on the whole they get it pretty close and it's about 16%.
