Anyone else notice the huge difference between the Joint Typhoon warning centre positions for Typhoon PABUK and the Hong Kong Observatory positions?

The whole of HK is shutting down for 35kt winds???????
Mel had 40 kts this week and even up to 45kts at times and they don't shut down the cbd. Storm in a tea cup perhaps?
